Knock down some ‘fences’ to curb organized retail theft: New report offers advice to overtaxed police

PHOTO: The Seattle City Council commissioned the new report from the city Auditors Office. It recommends police lean on ‘boosters’ (those who grab merchandise off store shelves) to learn more about their fences.
