Protect wolves or shoot them? Conflict between predators and ranchers calls for new rules.

State wildlife authorities are hoping to craft new rules to determine when a wolf should be killed for preying on livestock. Fish and Wildlife Commissioner Tim Ragan says ranchers should be compelled to employ non-lethal measures like noisemakers first. The state has been trying to reintroduce gray wolves into northeastern Washington, a region the species once roamed in great numbers before being hunted to near extinction around 1900.
