OLYMPIA – Senate Bill 5056 has passed out of the state Senate Law and Justice Committee. It would allow judges to tag certain property crime defendants as “habitual offenders,” and extend their jail sentences by 12 to 24 months. Supporters hope it will sideline the relatively few career thieves who steal cars regularly, or shoplift dozens of times a month
